High Grade 16 size E Howard 21 Jewel No10 Rail Road Approved pocket watch movement. The movement runs but the 4th wheel needs to be replaced. I do not see the seconds pinion sticking out.

It also has no hands or dial. The balance has a good motion to it and the lever set seems to be ok. Because of the 4th wheel issue and that I have not tested it fully. Look closely at the photos as they are part of the description.
